Cedar Mountain Medical Impairments is a physician-led practice dedicated exclusively to EEOICPA impairment ratings — ensuring that America's energy workers and their families receive every dollar of compensation they deserve.
We specialize in a single mission: performing DOL-approved EEOICPA impairment ratings that maximize the compensation benefits qualified workers receive.
We conduct thorough medical impairment evaluations for qualified EEOICPA Part E claimants. Performed by a board-certified physician using the AMA Guides and fully approved by the Department of Labor.
If you have a newly approved illness under EEOICPA, you may be rated immediately — without waiting the standard two-year cycle. We help you understand your eligibility and move forward without delay.
EEOICPA allows a new impairment evaluation every two years. We track your case and proactively reach out so you never miss an opportunity to increase your compensation as your condition evolves.
Cedar Mountain Medical Impairments was founded on a profound respect for the men and women who dedicated their careers to America's energy infrastructure — workers who toiled in nuclear weapons facilities, uranium mines, and energy plants, often at great personal sacrifice.
Led by Dr. Randall Rice, a board-certified physician and MBA with over three decades of clinical experience, our practice focuses exclusively on EEOICPA impairment evaluations. We believe that thoroughness, integrity, and genuine advocacy are not just professional obligations — they are moral ones.
When the federal government enacted EEOICPA to compensate those who suffered occupational illness, it made a promise to America's energy workers. We exist to ensure that promise is fully kept — one impairment rating at a time.

The Energy Employees Occupational Illness Compensation Program Act — what it means for you and how we help you claim what you're owed.
The Energy Employees Occupational Illness Compensation Program Act (EEOICPA) was signed into law by Congress in 2000. It was created to compensate current and former Department of Energy employees, contractors, and subcontractors who developed certain illnesses as a result of their work at covered facilities.
Benefits are provided under two parts: Part B provides a lump-sum payment for cancer caused by radiation and other illnesses, while Part E — the focus of Cedar Mountain Medical — provides wage-loss and impairment compensation based on a physician's impairment rating.
You may qualify for EEOICPA Part E impairment benefits if you:
An impairment rating is a medical assessment of how much your accepted condition has reduced your overall body function. Conducted using the AMA Guides and approved by the Department of Labor, your rating directly determines your compensation.
EEOICPA allows a new impairment evaluation every two years. If your condition has worsened, a new evaluation could increase your benefit. For newly approved conditions there is no waiting period.
We understand that many qualified workers live in rural or remote areas. Cedar Mountain Medical can conduct evaluations using your existing medical records, minimizing travel burden for patients.
Our streamlined process is designed to be as easy and stress-free as possible for you.

We collect and review your medical records, prior evaluations, and DOL documentation to build the most complete picture of your impairment.
Dr. Rice conducts a thorough impairment evaluation using the AMA Guides and determines your whole-person impairment rating.
We submit the completed evaluation to the Department of Labor. Your compensation is then calculated at $2,500 per percentage point.
A team of dedicated professionals combining deep medical expertise with a genuine passion for worker advocacy.
Dr. Randall Rice brings over three decades of clinical excellence and healthcare leadership to Cedar Mountain Medical Impairments. A board-certified physician with specialized training in anesthesiology, Dr. Rice has spent his career at the intersection of medicine and administration — founding and leading multiple surgical centers across Wyoming and Colorado.
With an MD from the University of Kansas School of Medicine and an MBA from the University of Maryland, Dr. Rice combines rigorous clinical judgment with sharp analytical acumen. His experience — from residency at the University of Washington and University of Utah to serving as Interim CEO and Board Chairman at multiple healthcare facilities — gives him a uniquely comprehensive perspective on patient care and medical evaluation.
Dr. Rice's commitment to EEOICPA evaluations stems from a deeply held belief that America's energy workers deserve a physician advocate who is as thorough as they are tireless. Every impairment rating he conducts reflects that commitment.
